This would be similar to saying that seatbelts cause more accidents because they could encourage you to drive more. The refill cartridges you get for E cigarettes come in a range of different strengths to allow you to reduce your intake of nicotine over time. Right now they are not advertised as stop smoking products but it is built into them and you should take advantage of it. This is quite unlike the big tobacco firms that tried to grow more addictive tobacco for years, to try and get more users hooked.
